Boil Pasta according to instructions on box. Drain pasta and set aside. In a small bowl, mix oil, spices, green and red peppers and onion/shallot/scallion. Stir in the oil mixture into the pasta and make sure everything is well incorporated. Let flavors marinate for a few minutes before serving. Serve at room temperature.
